Project Evaluation 2023

Jane Hobson, an independent evaluation consultant, was appointed by Sefton CVS in December 2022 to undertake a summative evaluation of the delivery of the project’s final phase of delivery: from July 2019 to its March 2023 conclusion. She was supported by a local research associate Liz Edwards, who undertook fieldwork comprising face-to-face and phone interviews with current and recent learners.

This report provides a commentary of the results of the external evaluation conducted between December 2022 and March 2023.

As the evaluation process progressed, it became increasingly apparent that the need to differentiate between pre and post July 2019 was overly complex and largely unnecessary, so much of this final report reflects on overall performance over the life of the project, though much of the feedback and case studies relate to delivery and participants engaged post July 2019.

AMION Evaluation 2017-2019

AMION Consulting were appointed by Sefton CVS in October 2017 to carry out the evaluation of the Include-IT Mersey project on behalf of the project’s strategic partnership, which brings together representatives from across the Liverpool City Region (LCR) including delivery partners from within the voluntary, community and social enterprise sector. The evaluation was commissioned to monitor the effectiveness, impact and value for money of the project and its delivery model for participants, partners and other stakeholders.

This evaluation of the Include-IT Mersey programme was carried out between 2017-2019.
